Project 2: Enhancing farm management efficiency by ICT for young farmers

Experts agree that one of the ways to make farming more enticing to young people is to expose them to the application of information and communication technologies or ICT to agriculture. The advancement of ICT has made it possible to deliver information on weather, market prices, disease and pest outbreaks, early warning systems for disaster prevention and control, financial services, traceability of agricultural products and the availability of services. These types of information allow farmers to make more informed decisions on what to grow and how to improve farm practices.

FFTC and the National Agriculture and Food Research Organization (NARO) have teamed up to organize a seminar on “Enhancing Farm Management Efficiency by ICT for Young Farmers.” Held last October 2-6, 2017 in Tsukuba, Japan, the seminar was attended by 17 speakers from nine countries. 

The seminar aims to:  present an overview of the new agricultural production systems of established ICTs in Asian countries; provide a venue for exchange of ideas, techniques and knowledge related to adaptive technologies of ICT based agriculture production systems to farmers in the Asian Pacific region; construct and disseminate ICT agriculture or smart farming systems which SSFs in the Asian and Pacific region can utilize for open-field cultivation; identify approaches and strategies for supporting youth entrepreneurship in agriculture with ICT applications; and establish closer collaboration and linkages among researchers working on ICT agricultural systems in the Asian and Pacific region.

Major highlights and recommendations:

1.    Introduce technologies like field sensors to the farmers. Examples are inexpensive apparatus for measuring the water level of rice paddy fields which have been found to increase the yield of rice and improve productivity; 
2.    Consider adopting the measuring system of environmental data since this is a key point in smart agriculture and the international standardization of measuring and control system and human friendly interface of devices are necessary;
3.    Think and plan ways to fill in the gaps of ICT technologies. There are many existing gaps in agriculture between producers and consumers, elder people and younger people, developed and developing countries, etc.;
4.    Differentiate the measurement method used between open field and closed greenhouse agriculture. While drones and satellite observation have been introduced in the open field, environmental control is difficult to be achieved. However, the collection, preservation and analysis method between open and closed field agriculture should be common problem issues; and
5.    Introduce suitable ICT technologies to SSFs to help them improve their productivity and incomes. On the other hand, open field agriculture and sustainability of production should still remain important.

Speakers and participants of the seminar on “Enhancing Farm Management Efficiency by ICT for Young Farmers”
kick off at the Tsukuba International Congress (Epochal) Center in Tsukuba, Japan.
The seminar aims to share information about new agricultural production systems of established ICTs in Asian countries.

Coinciding with the ongoing international seminar on "Enhancing Farm Management Efficiency by ICT for Young Farmers" in Tsukuba, Japan,
FFTC Director Dr. Kuo-Ching Lin and Dr. Akihiro Sasaki, Senior Vice President of the National Agriculture and
Food  Research Organization (NARO) sign a Memorandum of Understanding (MOU) which
basically seals the further cooperation of both organizations in venturing into developmental projects. 

NARO’s Dr. Akimasa Nakano presents a paper entitled “Plant Factory for Asian Monsoon Region.”
In his presentation, Dr. Nakano emphasizes that in order to produce high quality horticultural products,
assembled technology as a package is a very important concept.

FFTC Director Dr. Kuo-Ching Lin welcomes all the speakers and guests during the opening ceremony of the international seminar.

Seminar participants from Indonesia, Israel, Japan, Korea, Malaysia, Philippines, Taiwan,
Thailand and Vietnam listen to the presentations of the speakers who talk about ICT technologies and
their use in today’s modern agriculture.

FFTC Director Dr. Kuo-Ching Lin meets Dr. Takashi Nagai, former FFTC Deputy Director who is now back in Japan.

At the  Namegata Farmer’s market, the seminar participants are guided and walked through the process of
using modern technologies in the packing of sweet potatoes.
